The companies which would like to invest will submit a request to the studies, planning and follow-up directorate directly or via to the E-Mail (studies@oil.gov.iq). Samawa Refinery70 thousand Barrels / DayThe ministry of oil also would like to announce for a new investment opportunity to build an investment refinery in Basra – Faw with a capacity of 300 thousand barrels / day. The execution is according to the methods of BOT or BOO according to the investment law of the refineries No.64 for the year 2007 and its amendments. And according to the designs (FEED) of the project which was done by the well-known international companies which are existed in the studies, planning and follow-up directorate. - The tax breaks must be according to the investment law No.13 for the year 2006.

The first project will be the execution of the tourism city in Muftiya city. Mr. Al- Luiebi confirmed that the ministry is keen to execute many service projects in the governorate. The schemes includes the construction of the coast location on Shatt Al-Arab over an area of more than 85 Acers. Mr. Jabbar Ali Hussein Al-Luiebi the minister of oil directed to establish specialized work teams to start the execution of the service projects in Basra governorate. And the construction of a sports city includes a closed football stadium, Olympic swimming pool, sports & entertainment facilities and restaurants over the area of 15 Acers.
By the presence of the minister of oil Mr. Jabbar Ali Hussein Al-Luiebi… the oil marketing company (SOMO) signed a contract as a "joint venture" with Litasco Russian Company. Mr. Falah Al-Ameri the director general of SOMO signed the contract with Mr. Tim bullock the director general of Litasco. Mr. Al-Ameri confirmed that the aim behind the contract is to transform the company to a commercial company contributes in selling the Iraqi oil. The contract also guarantees training and develop the staff of the company according to the demands of the next period. Mr. Al-Luiebi said that the signature of the contract between the two companies will achieve financial benefits for the two parties "especially in the sector of the commercial dealings & oil marketing".
